Why is everything smaller? (font, icons etc)

On my Lumia 1320, a lot of the UI is small. The lockscreen has smaller date/time. IE has smaller navbar. The typing pad is smaller.

Is this 8.1 being optimized for my large screen, or across the board for all devices?

It is done for all devices. One major complain was that the keyboard almost took up about 40 to 50% of the screen, long names couldn't be seen in People hub, the People on top of the hub was too large and so on so forth.

I think its great. Everything seems cleaner and better scaled.
