Why is headphone volume so low on WP?

Ok so I have owned the 710,620,820,920,930,640 and all have this problem of low headphone volume. Music and the Radio function and probably what I use on my phone the most and this is my biggest annoyance. I would say that even on 30 its half of what my wifes iPhone 5c can reach, its severely limited somewhere. Put it this way when I'm listening to music at work even at 30 I can clearly hear the work radio over the top or if someone comes over and asks me something I can hear what they say. Talking such as podcasts is even worse, can barely hear it due to the background noise at work. Its not the headphones as I have a good half dozen different pairs. I am in the EU so there might be some sort of cap but even at that the iPhone would be restricted to at that rate. Any else have this issue?

don't know what to tell you... blasting the volume at 30, with my headphone volume slider maxed out, would make me deaf.

you don't mention what kind of headphones you are using (over the ear, in ear, bone conducting, noise cancelling, etc) which can make a difference.

No just little in ear headphones, Sennheiser's usually but I also own Nokia, HTC and Samsung headphones all the same, give low volume. Can I ask where in the world you are? I have a feeling this might be an EU limit
