why is my battery draining while connected to the charger?

my phone is a lumia 630.After i updated it to windows 8.1 ,after about 4 days i noticed it was taking way too much time to charge and then when it had drained i tried to charge it.But instead it was draining while connected to the charger

Switch off the Wi-Fi,Data plan,Bluetooth,background apps while charging.

You shouldn't need to do that, my L930 charges with all those running.

I would may be try a different charger.
Also, is the OP using the phone whilst charging it? As it will drain in this instance.
