Why is my clock slow on my phone by 15 seconds compared to computer time?

Phone: Lumia 920
OS: Windows 10 Mobile

I'm having this problem where my phone clock is slower than computer time by 15-20 seconds. My 'Date & Time' setting has been configured to set the date and time automatically by default and I have also had this problem back in Windows 8.1 so this should not be Windows 10m problem.

I've done some search and found that this could be a carrier specific problem where signals are not being pushed but is there any way I can synchronize my time over the internet to keep it second accurate?
 
It could be due to how accumulated leap seconds are handled by different time systems. There is a one second delay added to UTC time roughly every 18 months. Also, cell towers provide a less direct connection to time references than a computer connected to the Internet does.
 
I have just checked with a phone of my friend who's on the same network and his Android phone is not having this problem, it's only slower by a second or so. Can finally confirm it's a Windows Phone problem?
 
There was an article (Znet I think) that said the uncompensated for leap seconds was a Android OS problem, but that Apple IOS didn't have the problem. I didn't find any other confirmation of this, so it may not be correct.
 
I've noticed this since 8.0 also. Eventually forgot about it but noticed today when I mentioned it was 5:55pm and my wife's iPhone showed 5:56 and her friends HTC ONE(android) showed 5:56 also.
 
I just a quick comparison of two Lumias, a BlackBerry, iPad and a PC. One of the Lumias (8.1) was fast buy about 7 seconds but the others were all within a couple seconds.
