Why is my monitor screen is continuously flashing after the recent update

I have a Dell All In One Computer and my computer screen is continuously flashing after the recent windows 7 update. I have tried everything there is possible but nothing. I turn on the computer and when i don't even get to the log in screen. The screen starts flashing. I rebooted and tried going to through safe mode. I click the safe mode but after 10 seconds or so it comes back to log in icon. It won't let me log in even on safe mode.

I have called DELL support and they want to charge $129 to fix the problem. This is ridiculous.

Please help !!!

I honestly can't say what is wrong here. It's been a while since I was on Windows 7, and I haven't heard of updates on 7 causing issues lately.

You may be able to use something like the Ultimate Boot CD to boot your computer into an OS that will allow you to backup your data. From there, with your data safely backed up, you may be able to download the ISO for the latest Windows 10 update, which would be a free upgrade for you, and may actually solve your problems. IT MAY NOT FIX IT, but it is the best solution I can come up with. I make no guarantees whatsoever.

Sorry, that's all the ideas I have other than working with Dell Support, and for me, personally, I'd think it is cheaper to at least attempt to backup the data and try a Windows 10 upgrade as opposed to paying $129.
