Why is my win phone 10 home screen corrupt?

I just installed 10581 on my 1520 after rolling back to 8.1 from 10572.
The rollback didn't work perfectly as the system app tiles ( phone, store, settings ) weren't functioning properly. The video, however, was. Now the homescreen looks like an 8-bit video game in startup mode. I've never seen this happen before.

Lock screen is ok as is the screen when an app is open. It's only the home screen that's the problem.

Any suggestions aside from another roll back to 8.1?

Also, why weren't the system app tiles available?

If you restore a backup from a phone that had a different resolution, you may end up with a corrupted Start experience. The workaround is to go to Action Center (which won't be corrupted) then Settings > Personalization > Start and apply a different background picture.
