Why is people search broken after upgrading to 8.1

I have a Lumia 1020 on AT&T. I upgraded the OS to 8.1 and my contacts at no longer searchable. Anyone else hitting this issue (or not) and know of a fix?

Step 1, make sure your account is fully synced. Step 2, soft reset your phone. Step 3, contact Microsoft support, they are the best. Obviously there is no need to do all steps if any previous steps fix it.
