Why is store download history asked for consent for device hub?

store download history asked for consent for device hub?

I accidentally deleted device hub in settings. {thanks to those who provided answers for retrieving it] I was about to try retrieving it, when I opened store download history it showed device hub asking consent. I give consent and am asked to reset phone. I hold down power button for a few secs, phone turns of and turns back on by itself. Device hub request for consent is now missing from download history screen but also still missing from my app list?
