why is the fm radio volume not working?

As you know, you have to use headphones for it to work, but now for some reason it plays it out loud and not into my headphone( my headphones are plugged in at the time). Please help x

Try a Soft Reset. Hold the Volume Down + Power buttons until the phone vibrates and reboots (about 10 seconds). Soft Reset is a great go-to to solve many types of glitch. You do not lose user data.

Another tactic may be to try installing and using Audio Stop Free.

Try switching headsets.

Does the headset work properly for other applications? What brand and model?

This was my clue:

As you know, you have to use headphones for it to work...

On phones (Windows or any other OS) you need to have a wired headset inserted. The wires in the headset act as the necessary (but not included in the phone) FM antenna.
