Why isn't Cortana working like before?

Cortana not working as before

As of yesterday, Cortana is not telling jokes or chatty like she usually is. Instead she takes you to a web search. What is going on? Seeing this occur on all Windows phone 8.1 devices.

Same problem here. It's a regional lock presuming.
