Why isn't Outlook syncing to the Windows 10 mail and people apps?

Hey guys, I'm on the build 10122 insider preview of windows 10. My outlook is not syncing to the mail and people apps. When I press refresh they keep refreshing for sometime and then just return nothing. My google account had no issues syncing to the same app.
The outlook account says there is some error with the account and asks if I want to fix it, and when I press fix button, it just does nothing. I cant get to delete the account so I can reenter my credentials, anyone has any idea how to delete account or changing credentials? The account opens fine on the web.

Reboot the computer and see if it will sync?

Yeah tried it, didn't work. I think I might have found the problem but I don't know the solution. I think I found it because my phone too isn't syncing my outlook. In windows 10 desktop, I changed my sign in method from traditional password to a PIN number. I think the syncing issue started after this. Because I logged in to the mail app using my password. Any thoughts?

So this morning in my move to convert most of my content from Google services to Microsoft services (in anticipation of getting a Lumia 950XL after Christmas) I experienced the same issue.

I had a bunch of crap in my People app so I went to outlook.com and deleted all my contacts, then I removed them all from the People app in Windows 10. After importing my fresh clean-up from Google Apps I found nothing importing.

What I did to fix it was to go to the settings pane and change the sync time for my Outlook.com account to 15 minutes instead of "based on usage". This appears to reset your sync settings completely and forces a fresh sync. Now my content is available.

My built-in mail app hasn't completed syncing since I installed Threshold 2 yesterday. I can't change the sync settings because they are grayed out while it is in this interminable sync.
