Why isn't the Windows phone recovery tool launching?

Why isnt the windows phone recovery tool launching ?

I installed the latest windows phone recovery tool ( windows device now ). It installs properly but when I launch it nothing happens . why ? Any way to fix it ? . Unistalling and Installing didnt solved my problem nor restarting the computer worked. I also located the installed directory and then click on the lauching icon again nothing happened only circle around the mouse for a sec and nothing happens ?????
