Why MS restricts the app selection by country?

I notice many apps are not listed in the store of my country and I understand that Microsoft restricts app selection by region. Is there any reason for this?

I believe the developer chooses what regions they want their app available in.

I am using a Malaysian version of Lumia 820. I can't find the new app to sync Google contacts - Gcontacts (was featured on this website). Also certain games like Where's my water not listed.
Why would the developers want to restrict their apps?

Never mind. I found the app by scanning the QR code.
