Why my laptop is not having windows hello feature available?

When I open my account settings/sign in options to enable windows hello, the following text comes:
"Windows Hello is not available on this device."
Can any one help me how to enable it on my device (laptop)?

It's a hardware feature, based on a front infrared camera + infrared led.
If system says not available, it means you dont' got hardware

Hello can use Iris Scan which is either built in or expensive as an add-on. Or it can use a Fingerprint Reader, this is a much more affordable and widely available add-on.
