Why Lumia 532 can't record video with 720p?

Because it is not in the spec.

Main camera video resolution: FWVGA (848 x 480)
Camera video frame rate: 30 fps
Video recording formats: MP4/H.264

In a nutshell, your cheaper device is not powerful enough.

720p video recording can technically be done, like how I can attempt top-end video games on my aging laptop, but at that resolution the video recording will be rather choppy, like how my laptop will quickly become an unplayable slideshow of what would otherwise be a game.
