why the photo that take from samsung i917's camera have not any GPS information?

Hi, I use my samsung focus(i917) smartphone take a photo, synchronized it to pc, but have not any GPS information.
Before I take photo, I can use bing map get my location, but in photos, not include any GPS information.

in OS's settings, I have took "location" and "include location(GPS) info in pictures you take" to On, does anyone tell me the reason.
