Why two unknown web credentials cannot be deleted? They keep coming back.

Windows 8.1 Credential Manager, Web Credentials
Following two unknown credentials appear:
Ccp_Current_SharedSecret CommandChannel Unknown App
Ccp_Updating CommandChannel Unknown App

It appears to be associated with Mumble Servers and VoIP.

Do you game on your device and voice chat in the game?

The device is a desktop and no I do not voice chat in any game nor do I use any VOIP. The only game I have played on this desktop is Microsoft XBox Service - Age of Empires Castle Siege.

It still may be related to AoE since it has that feature built in.

Try this. Open Control Panel > Credential Manager > Web Credentials > delete the two culprits > close Control Panel

Do nothing else, but open and play AoE > check and see if the credentials reappear after your game session.

OK...

I only found vague unanswered questions or references to Xbox Game Apps on the web, which the latter lead me to mumble servers and so back to CommandChannel.

I'm really just dicing things with Occam's razor. It might be worth your investigating more online in the areas of Xbox, Mumble and CommandChannnel.
