Why was the Taskbar Peek feature permanently disabled after the August 2016 update?

Windows Central Question

After the August 13, 2016 Windows 10 update, several problems developed. One was that the Taskbar Peek feature was not working. I right clicked on the taskbar, and went in to enable it, however to my surprise the box you click on was a FADED pale grey color and even still showed the previous check mark in it. In other words, there is no way I can enable the Peek feature. Now what can I do to make the Peek feature usable again?
