WP isn't awful, but to appeal to more people, it needs to improve on those needs.

well then what needs to improve besides apps? msft is doing their best to bring that.
to be honest the people I met this semester are always picking up my phone and play around with it. they ask questions and tell them how it is . they always seem to mention the commercials and bring it up to me. so the interest is there

It's also the criticism towards it. Some people really hate it, which influences others to not get it. You know...

Criticism is not a feature. But you may be right about perception being a reason for low adoption. Others, like my friend got burnt with windows phone 7 and she's not coming back to WP any time soon. But the major drawback is the app situation for those in need of multitude of apps. I have the apps I need. My only gripe is the quality of one or two. Otherwise I don't see myself leaving for any other platform any time soon.

Whatever. I'm just trying to say that WP still doesn't appeal to the majority of smartphone buyers, and I'm sorry, but that is the cold truth. Even after 4 years since windows phone 7 came out, while it is growing, it still hasn't fully catched on yet.
