Why won' REG90 connect after downloading 8.1?

REG90 cannot connect

After downloading 8.1 I continually get a REG90 cannot connect error.

REG90 Cannot Connect... are you using a phone with Wi-Fi calling? Because that's all I found in the first page of a bing search....

According to a Microsoft moderator at Answers Microsoft you will need to do a hard reset of the phone.
