Why won't EVERYTHING, including the desktop, stop scrolling down?

Why won't EVERYTHING, including the desktop, stop scrolling down.

I upgraded to Windows 10, and the first thing that happened is that the computer began to scroll down, even the desktop and screensaver. It's VERY annoying. The entire display won't stop scrolling.

PLEASE HELP!!!!
