Why won't my computer turn on when first plugged in?

why will my computer not turn on when first plugged up?

what can cause a Dell Dimension L866r not to turn on when first plugged up?
it takes about 30-60 mins being plugged up before it will power on.
power supply is good.

Have you actually tried a different PSU?

I'd say if it's not the PSU, (and you're SURE it's not) then it's got to be the board. (the motherboard that is)
