Why won't my Surface Dock turn on?

Why won't my Surface Dock turn on

I bought a Surface Pro 4 (256 GB/ Intel Core i5 - 8GB RAM) in the Presidents Day sale and it came free with a Surface Dock. However when I plug the duck in, it doesn't appear to turn on. No lights are on nor will it charge my Surface. I don't have anything plugged into either and the normal charger works with the Surface, in the same outlet. Any suggestions?

If you plug a device into the dock when it's connected, does it charge? e.g. iPhone cable?
