Why won't my system defrag and optimize to 0%?

[Windows Central Question]

I analyzed and optimized my computer per the instructions. The C drive optimizes to 3% and the Volume optimizes to 0%. But the System (all are Hard Drive Media Type) after analyzing says "Needs optimization (47% fragmented)" I clicked Optimized and almost immediately that changes to "Needs optimization (23% fragmented)" I don't believed that the Optimize button is working on that one. I can go back and analyze and then optimize repeatedly and it just goes through the same scenario and messages repeatedly.

I think the only drive that matters is the C Drive!
