Why won't the windows 10 update download without wifi?

I have a 640 xl on Metro PCS (T Mobile network). The phone tells me there is an upgrade, I verified it will download via wifi by getting a few percent from public wifi, but it will absolutely not download through regular data. I have set the data, battery, and upgrade settings to allow this download. Any idea how to download the update without home wifi?

try restarting the phone. if available connect to home wifi. why eat up mobile data anyway.
