Wi-Fi hotspot without data connection

Is there any third party apps that enables us to create WiFi hotspot without using data connection? Please let me know

What is the point of a wifi hotspot if not to use the data connection? What are you trying to accomplish?

its for transferring files from phone to PC via wifi, using apps which need to be on a same wifi network. so I can create it on phone and connect my PC into that and transfer files

In windows phone 8.1, we can turn off data connection just after enabling internet sharing, and we'll still have a wireless network. But on windows 10 mobile, the internet sharing just turns off as soon as we turn off data connection.

there's none. that's because third party apps cannot access these features of the os like creating a hotspot. and the OS does not allow to create one without data connection as well.!!

This is not the case. There is an app called "Hotspot" a paid app which perform this action. You also have a lite version by the same developer so that you can try it before you buy. Hope this helps!

Interesting, I didn't know you couldn't activate the hotspot without data . I cam certainly see situations where it would be useful.
