Can I assign an IP address for my Lumia in a Wi-Fi network?

Yes if your router allows it. So check your router manual how to do it.

Yes. If you go to settings > Wi-Fi, tap the button labeled static ip at the bottom of the screen. It will let you manually set your IP settings for WiFi.

It didn't work I did see the IP address bur I wasn't able to change it.

If you are actually seeing your current Wi-Fi IP address, then you tapped on the wi-fi network.Tap the back button to go back one screen, and then look for the static ip button at the bottom.
