Wifi AC slower on W7 than on W8.1 on the same computer... Why ???

Got this problem of slow AC speed on local network when the computer is running Windows-7 Home Premium 64 bits.

Windows-7 is up to date and every driver is also up to date.

Test done at 6 feet from the router.

Router is Netgear Nighthawk R7000 with the firmware up to date.

Uploading a file from my iPad Air 2 by wifi AC to my computer connected to a giga-Ethernet port to the router.

On Windows 7
It run at 16 to 18MB/s
(Genie App report my iPad at link speed of 866Mbits)

while on the same computer booting in Windows 8.1 run at 40 to 60MB/s !?!?!?

Anyone have Any ideas on why this big difference in AC speed Between windows-7 and Windows-8.1 and that on the same computer ???

Because I prefer Windows 7 than Windows 8.1...

It's a newer protocol... I'm sure it's not optimized on last gen OS and that's just software side.

It actually requires compliant hardware as well, which is why your iPad Air 2 is such a dramatic difference.

I forgot to mention that on W7 when I test many time one after the other, about 1 time out of 10 the speed is as fast as in W8...??? It's really strange...?

Anyone run a AC router on W7 that could test there local speed ?
