Third party apps don't have any low level access to the wifi radio. You can't even turn it on and off in code. So it's not possible right now. Maybe with Apollo, but I wouldn't count on it.

Not to mention that it's illegal to crack the encryption of a network you're not authorized to access. But there are legitimate uses for this too and giving the developers more power is never a bad thing.
