Will a clean download of W 10 defrag my system?

Will a clean download of W 10 defrag my system

My C drive is fine, but the system is 25 % fragmented with no way to defrag it. If i do a clean install, will it take care of that?

I don't believe it will if you don't delete everything in the partition (I.e. Do format) You might as well run the defrag a let it go to work.
