Will it help if MS have a buy-back program for WM10?

I'd seen Apple and some Android vendors have it. Do you really think this can help MS to attract new users? Should MS use it Office and Azure advantage to give discount to business and/or student users? If I am correct MS had something alike but with the Surface family and I may be wrong but judging by the numbers it seem the program worked.

What do you think?
What kind of program to attract new and even those that left us would work?
Should it be expanded to WM10 users as well? ( I say yes, but MS sometimes surprises us).
