Will Microsoft release w10 technical preview fol Lumia 640 xl as it come in market.

At this moment, only Microsoft knows that answer. If I were to take a guess though, then yes it will, just no idea on when.

Lumai 640XL is expected to be released around the end of the month (So we can look from 23rd onwards). Therefore we can also expect the preview to be released around that time.
