Yes for sure!! microsoft will support lumia devices(Windows 10). Surface phone will run the same OS as Lumia.

Windows 10 mobile is and will be the same for all Windows phones, Lumia, Hps and Surfaces.
Firmwares only for latest Lumia as usual for every producer, for at least 24 months after end of production
