So there are two questions?
Will waze work on your 640? answer: Yes, why wouldn't it? (Waze isn't supporting wp anymore, but the app is still in the store as far as i know. If it isn't, notify us and we'll suggest some alternatives, but im guessing you want waze for the traffic info?)
And will waze work in the UAE? Yes, it will. Download the offline maps for your country and just leave it on the phone
(wp8.0: settings > swipe to right > maps) (w10: settings > search for "maps")
