Not really a positive or a negative, just a fact. They create one new model every other year or so, it's highly profitable due to the arrangements with carriers and they can afford to put in the tech needed to make the battery work in such a small form factor.
Nokia doesn't have that luxury, and except for the iPhone no new high-end models of that size are really produced anymore. Even the iPhone users are clamoring for a bigger screen. Why would Nokia want to use their limited resources to venture into such a small segment of the market?
While you make a good point i still dont think developing a single, one, smaller flagship phone is a waste of resources. I mean come on, look at how many Lumia devices we got with WP8, with the amount of different Lumia's they released in 12 months im sure they could fit a 4" Lumia 919(?) into the fray. Much like the 1520 that caters to a niche market, and like you've stated that smaller phones look to be more a thing of the past (not for everyone, especially most of my women friends)...catering to that niche may be worth while. Now, i am no mobile hardware engineer so my input is strictly opinionated not a fact. Just saying...i personally think it would be better to focus on different size screen phones rather than releasing 3 or 4 4.5" models...all im saying. And while a lot of people want bigger iPhones i highly doubt Apple will ditch the 4" screen as a lot of people still consider it an ideal size.
