Windows 10 Allow FTP in Firewall, Public option greyed out

As the title suggests, I'm currently doing a school project with my VM I have to enable FTP on the VM but the guide I followed suggests I have to enable both public and private options but the public option is greyed out and I'm not able to enable it.
Some helped would be appreciated thanks

What VM software are you using? What happens if you follow the guide without selecting the Public option?
