It is pretty simple.

Win 10 is promised for all Lumias that run 8 or higher.

Like ANY OS ANYWHERE; Budget devices will never perform at the same level or leverage as many features as high end hardware.

Your 520 will be invited into Windows 10, but it won't ever perform like a brand new flagship built for the OS version.
