Windows 10 Max App - Cant download and install apps

So MS reduced the max devices for apps to run on,so i went and removed some old devices and now have five.

Yet i can not install facebook or amazon app saying i need to go to my setttings and remove, i'm under 10 so how do i get these apps installed?
