I think the update has pushed out, in India, but it may not have officially launched and could quite possibly be an error. Even so, in mid-February this is not something we should be joking about. The Windows 10 update should have already been released to compatible devices by now. (IMHO)

this since the build .36 or .29 , i'm not sure remember, the software information shown "Windows 10 Mobile" without "Technical Preview" even tho you didn't hard reset it's will shown "Windows 10 Mobile" without "Technical Preview"

I got the same pop up. Windows 10 is here and blah blah. On Lumia 820, Optus Australia.
Currently downloading. Installed windows insider and opted for fast ring. after that, i got the same popup. Will share screenshot when done downloading. PS: And I was on WP 8.1 GDR2 by using sd card trick
Later Edit: Could not find any difference between insider build and this one. May be there is no firmware update for older lumias. The build i got was 10586.107
