Windows 10 phone stuck at blue windows sign

My Microsoft lumia 535 does not go beyond the small blue windows sign
I have tried to hard reset, soft reset and restart it several times. I have also tried to change battery but nothing works
I just need it to work as I am not willing to spend money on a new phone
please help me

Have you tried using windows device recovery tool to restore the phone to the original OS?
