Windows 10 S - Sync ALL Start Menu Settings?

Now that Windows 10 S is going mainstream, and forcing all apps to come from the Store, will MS make "Sync Your Settings" truly ubiquitous and seamless, meaning, all Start Menu items, apps, grouping formats, URL tiles, etc. actually move with you from PC to PC?

My wife's Surface Pro 3 just shattered on the floor, so I set up her profile on an older Dell i3 laptop we have (fully updated) but upon logging in, none of her Start Menu tile-links were available (links to school sites, shopping sites, etc.)

Seems like this should be a no-brainer in Windows 10?
