If I install all Windows 10 technical previews.. Would I still get the official Windows 10 update for the phone when launched??

Yes.. Bt currently the build is buggy and not useable.. Wait for a very stable build

people are saying that the latest build is most stable as compared to previous one..and if I want to get on to Windows 10..i should do it now

How stable it is depends on your device. I have a Lumia 930 and it is working very well. You don't need to download the current build to get on to Windows 10.
