Windows 10 UI is still Messy/Inconsistent

^ No, at this time MS is still releasing Windows technical previews. MS calls them Windows TP or Windows CP. That slide you've provided doesn't have anything to do with either however. There Myerson is discussing the Windows team's development focus (enterprise features, consumer features, etc), not the types of previews and their release dates.

My only issue with the new settings app is the status bar not matching the title bar in color. If they matched, the UI would look much better, with a thicker title bar and a more consistant look.

These people holding their breath and stomping there feet over a PREVIEW because of the way it looks reminds me of my wife. I could be half finished painting a room and she walks in and starts pointing out the spots I missed.

As someone who designs and develops websites, I'm fully aware of the "not finished" aspect in a product. But I'm also aware that if people don't bring things up early enough, then I could be going the wrong direction and deliver a product unsatisfactory for the end user. And no one here is stomping their feet. I hope Microsoft will clean this all up.

But I've also seen Microsoft's fully baked projects like Windows 8 where they clearly shipped too early and half assed much of the UI.

So yes, I'm going to bring up UI issues before it's too late and they ship this thing.

But I think we'll se just Tech Previews until the final version.
