Windows 10 update keeps repeating last 2 steps?

I finished the second last step ( the one where it says download).Then it goes to the step that says upgrade. when I click lets get started it comes up with this terms and conditions thing(I click agree).Then it restart the computer and has this whole configuring for update thing.After it's done I open up the get windows 10 app and it's back to the second last step.Why does it keep on failing,what should I do.
