Windows 10 uses too much memory?

Windows Central Question

After upgrading to windows 10 from windows 8.1, many applications start to run very slow. Later, I came to know that it's because of massive memory and cpu that the apps use. Hence, I reverted back to windows 8.

I wanted to reset windows 10, however, there was a warning that if I reset it, I'll not be able to revert back to windows 8.1.

How much is the chance that windows 10 will work properly if I'll reset it? For a hope that if I reset it completely, it'll make windows 10 to work properly.
