Windows 10 will not do a clean install on my Surface

I recently got a Surface Pro 3 secondhand, though it was factory reset and everything. I am trying to install from a USB device that has Windows 10 on it. I've used this on laptops before so I know it works. However, when doing the install, after the screen that says "copying files", "getting files ready for installation" etc., it goes back to the "Install now" screen and just continues to loop. I have no idea why it isn't working or how to fix this.
