Windows account question

I have two windows phones and I was wondering if I can have my windows account and Xbox live account on both. One phone is active on the Verizon network the other is just WiFi.

Yes, u can use the Microsoft/Xbox account on any devices you use. Contacts, calendar, Ect will sync everywhere.
