Windows device recovery isnt working on a BLU

[Windows Central Question]

I have a WIN JR LTE X130E and i've installed the Windows Device recovery tool, my device was detected and I downloaded the new firmware software, i'm then told to restart my phone and follow instructions until I get the bolt and cog icon, but nothing else happens and the firmware never installs.
