WIndows Ink Workspace changed... WIndows 10 1903 build 18362.356

I went to use my Surface Pen and noticed that Ink Space didn't open as it always has (admittedly I don't use it often) I have attached a picture. I tried another Windows 10 pc that I have with the same build and it shows the exact same way as my Surface Laptop 2 shows.

I checked Ink Settings and researched any new changes online and found nothing.
