Windows off monitor off cpu still on

I have pc which doesn't wanna switch off .... I switch it off and the monitor goes blank but the cpu still running I.e. The fan and the led lights still on ... I have to use the long press of power button to switch it off.
Any advise plzzz!!!

Ok thanks for your help guys ... Cmos battery warked fine after the scratch ... As for cpu delay still don't know what caused it but works fine now ... A pin of the fan chord had been dislodged put I back and its fine ... So for now everything is on track ... But for how long I don't know ... Thanks for ur suggestions
